The Gauteng Growth and Development Agency (GGDA) opened its doors to business on 1 June 2012.
The GGDA resulted from a merger between the Gauteng Economic Development Agency (GEDA) and Blue IQ Investment Holdings. The merger formed part of a bigger restructuring plan that saw the Gauteng Provincial Government engage in investment, growth and innovation to accelerate the provincial economy.
Each organisation had been independently serving the needs of Gauteng businesses since 2001 and our key purpose throughout the years has always remained - to speedily develop the economy of Gauteng, by growing the local SMME business from the townships to the city and beyond.

We’ve taken great care to streamline our services. One of the things we’ve implemented from the onset was to cut through that all-too familiar bureaucratic red tape.By creating a linked infrastructure between our office and other Government departments.
The GGDA Services include:
- Project Appraisal: Working with our development finance (DFI) partners to assess a case for proceeding with a project or proposal
- Site Identification and Evaluation: Undertaking the co-ordination, pre-planning and evaluation of sites for our clients and post-investment site visits
- Sector Economic Data Provision: Providing and disseminating market intelligence on sectoral and regional economic data
- Business Permits (with the DTI): Assisting with company registrations and work permits
- Incentives: Facilitating access to national and local government incentives
- Facilitating local & foreign business retention, expansion and after-care services
- Inward and Outward Investment Promotion Missions: Hosting and coordinating inbound foreign and local business delegations and undertaking outbound missions to promote Gauteng as a premier investment destination
Our Vision, Mission and Mandate
- To be the premier catalyst of innovative and sustainable growth and socio-economic development within the southern African region.
- To create an enabling environment for growth targeted investment facilitation, strategic infrastructure development and social transformation, thus positioning Gauteng as a leading Global City Region.
- To be the implementation arm of the Gauteng Department of Economic Development and to assist the department to lead, facilitate and manage sustainable job creation and inclusive economic growth and development in the Gauteng City Region.

Core Focus Areas of the Mandate
To help bring our mandate to life, there are three core areas of focus that we prioritise, and these are:
Business Enablement
The GGDA works with national government and related public entities, such as South African Revenue Service (SARS), to create an environment more conducive for doing business for multi-nationals, large local companies and SMMEs. This may include engaging with national government to propose regulatory changes, as well as establishing a ‘one-stop shop’ for doing business in Gauteng. The GGDA will target specific sectors to enable business to operate more effectively, actively addressing constraints specific to those sectors.

Capital Projects
The GGDA works with other government departments as well as the private sector, to develop transformative infrastructure aimed at changing the way in which the Province operates. It does not duplicate the work directly within the ambit of other departments, such as Public Works, Transport, Health and Education, but identifies projects that are catalytic, crosscutting, multi-sectoral and complex to manage. The particular expertise of the GGDA lies in designing large-scale projects, leveraging the necessary stakeholder and financial support and building the client base required to utilise this infrastructure.
Investment Promotion
In order to stimulate and maintain inward and outward trade and investment, the GGDA actively promotes Gauteng’s target sectors locally and internationally. It works with industry bodies to determine appropriate strategies for selected import and export markets. In order to support emerging entrepreneurs within the specified sectors, the GGDA actively seeks out ways for small business to access these markets.
